Public – New Report Reveals Significant Job Protection and Financial Returns from Investing in Resilient Infrastructure

June 18, 2026

Public featured the release of Low Cost, High Yield: The Adaptation and Resilience Investment Opportunity for Infrastructure, a joint report by the World Bank Group, AXA Climate and Scientific Climate Ratings, highlighting the financial value of investing in climate-resilient infrastructure.

The report demonstrates that adaptation is not only essential for managing physical climate risks but also represents a compelling investment opportunity. Through asset-level analysis across three Brazilian infrastructure sectors, it shows that targeted resilience measures can significantly reduce future losses while protecting infrastructure performance and economic activity.

Key findings from the report include:

  • Up to $8.60 of protected asset value for every $1 invested in targeted resilience measures.
  • Adaptation investments representing just 2.4–8% of asset value can preserve multiple times their cost while minimising disruption to critical infrastructure.
  • Without adaptation, climate risks could put 43 million jobs at risk across 49 countries by 2050, underscoring the economic importance of resilience.
  • Longer financing tenors can significantly improve the bankability of resilience investments, reinforcing the role of development finance institutions in mobilising private capital.

The report provides investors, infrastructure owners and policymakers with a practical framework for quantifying the financial benefits of climate adaptation and integrating resilience into investment decisions.
